A leading global cement manufacturer will establish its first U.S. production operations in New Orleans, state and company officials announced.

Calucem expects to invest $35 million in a site along the Industrial Canal on the city’s east side. The project is expected to create 70 direct jobs, and Louisiana officials estimate that it will require 150 construction workers and lead to an additional 158 indirect jobs.

Calucem, a subsidiary of Spanish cement maker Cementos Molins, says it is the world’s second-largest producer of calcium aluminate cement, which is used in a range of industrial and commercial applications. The New Orleans factory will join Calucem’s existing calcium aluminate plants in Barcelona and Pula, Croatia.

Company officials said the new factory would both support its global supply chain and bolster its growth in the U.S. market. They cited New Orleans’ access to skilled labor, water transportation, and strategic raw materials, such as natural gas and limestone.

The site is expected to begin operations in the third quarter of next year. 

Cementos Molins CEO Julio Rodriguez said this investment will help drive solutions for the construction sector and positions the company as a "world reference" producer of calcium aluminate cement. 

The project is contingent on the approval of a payment in lieu of taxes — or PILOT — agreement by the New Orleans City Council. A state incentive package includes $700,000 to support infrastructure improvements.
